Enos Ngutshane - President
Enos Ngutshane is the IRFA President and Executive Committee Member of the Institute of Retirement Funds Africa (IRFA). He is an authority in Corporate Governance, Local Government, Rail Safety, Occupational Health and Safety. He has worked for different institutions and industries such as, Gauteng Government as Deputy Director General, Wits Business School as lecturer, and South African Foundation for Public Management (SAFPUM) as a CEO. He is currently a Board member of the Institute of Retirement Funds and the Chairperson of the PRASA Provident Funds. Enos’ milestone achievements include the establishment of the Public and Development Management Programme Faculty at Wits University, Strategic Business Re-engineering, Human Capital Development, Large Scale Change and Transformation, Policy Development and Implementation, Public Transport Management, Pension Fund Investments and Corporate Governance.
His experience cuts across Housing and Local Government, Conflict Resolution, Rail Safety, Enterprise Risk Management, Corporate Governance, New Business Development and Contracts Management, Asset Management.
Enos holds a Post Graduate Diploma in Administrative Studies and a Master’s Degree in Public Administration from the University of Liverpool in the United Kingdom. He has undertaken other Executive Development Programmes in Botswana, Zambia, India, Malaysia and the University of Cape Town.
He is the former Executive Manager: Operational Safety at Prasa Rail. He serves as the external examiner at the Public and Development Management Programme at the Wits Business School.
Anthony Christopher Williams - Deputy President
Anthony Williams is the IRFA Deputy President and Executive Committee Member of the Institute of Retirement Funds Africa (IRFA). He is the Chief Executive and Principal Officer of the SABC Pension Fund (and also the SABC Medical Scheme), a position he has held for 16 years. He has 31 years’ experience in the Retirement Fund Industry, previously holding the position of Investment Administration Manager at the Eskom Pension and Provident Fund. Anthony is a Chartered Accountant with an inherent love for communication, as well as serving the members and golden-agers of the Broadcasting community – having been given up for adoption at birth, he never knew if he might be dealing with his own parents or family - 10 years ago he was reunited with his birth family.
He coined the Pension fund motto – “Friends for Life”, which is his own life philosophy too.
Anthony was actively involved in the research oversight and planning committee into the best practices industry study commissioned by the IRFA into local and global best practices, culminating in both a template and a toolkit for member funds to enhance practices in governance, stakeholder engagement, trustee development, investment practices and financial reporting.
He has been the recipient of 10 local and 5 International Best Practices awards, including 2 coveted Gold Quills and a Silver Quill from the IABC. He is serving as a judge on the IRFA judging panel for the 4th time this year. He is the proud father of a son and daughter, whilst 5 dachshund puppies and an Labrador call him daddy too!
Wayne Hiller Van Rensburg
Wayne van Rensburg is the former IRFA President. He has for the last 15 years been working in the retirement planning environment and has gained experiencing working on some of the largest private retirement funds in South Africa.
He is passionate about helping people make appropriate retirement funding decisions and believes that society at large and employers have the power to direct people in making these decisions. He has academic qualifications in law, financial planning and management.
Geraldine Fowler is the founding director and CEO of GQM Fund Administrators, a niche and specialist retirement fund administration provider. She has over 25 years’ experience in the industry in the areas of administration, consulting and trusteeship. She has held senior positions with Private Fund Administration and Consulting Houses and some of the largest Insurance and Life Companies in SA heading up administration and investment only departments.
She sits as a trustee and Principal Officer of many funds.
Geraldine is a CERTIFIED FINANCIAL PLANNER® with a Post Graduate Degree in Financial Planning through the Faculty of Law and Financial Planning at the University of the Orange Free State. She also holds the Insurance Institute of South Africa’s a Certificate of Proficiency in Retirement Funds and Intermediate Certificate in Insurance Studies. In addition she holds a Diploma in the Art of Writing.
Geraldine’s in depth knowledge and experience in the retirement fund industry has enabled her to sit as an expert witness in an industry related High Court Case.
Geraldine is the former Deputy President and Executive Committee Member of the Institute of Retirement Funds Africa (IRFA). She also sits on the Legal and Technical Committee for the Institute.
Mr Mketelwa is a long services employee of the EThekwini Municipality, He is currently appointed as the Deputy Head of Community Participation and Action Support Unit and He also sits on the executive board of the KwaZulu Natal Municipal Pension Fund as the Chairperson and various sub committees. Mr Mketelwa has worked in the Municipality for 28 years .Enrolled in the Municipality as an Apprentice and studied part time to achieve his qualifications in a form of degree and certificates in Human Resources, Training, Management and Leadership.
Mr Mketelwa is an activist at heart with experiences spanning 11 years being Unionist and over 25 years of community leadership roles. His immeasurable drive, passion and impact on youth empowerment and community development during his 15 year tenure Senior Manager of EThekwini Municipal Academy. He has served in the retirement industry as trustee since mid-1990s, he has been elected to serve full term on the IRFA board and currently serving as trustee committee.
Mr Mketelwa serves in the Municipal Retirement Organisation (MRO)Exco , He also freelances as a programme director as well as coaching and mentoring facilitator. His greatest challenge to date is to see transformation of the retirement industry in his lifetime and to find a long lasting solution to youth unemployment challenge.
Sonnyboy Masingi is currently a Senior Manager (Special Programmes) in the Office of the Executive Mayor of Ekurhuleni Metropolitan Municipality. He is a former Union Office Bearer and Official serving in various senior positions of the Cosatu affiliated trade union movement, Southern African Clothing & Textile & Union (SACTWU). He was the Gauteng Provincial Secretary of the Union for eight years (1994-2002.
He has more than Twenty (20) Years experience in the retirement funds Industry. He served as a Senior Union representative Trustee on a number of funds, National Bargaining Council Textile Industry Fund (Nictex), National Bargaining Council Clothing Industry Fund, Gauteng Bargaining Council Clothing Industry Fund and many more.
He also served as an Appeals Board member of the Unemployment Insurance Fund (UIF) Department of Labour Head Office appointed by the then Minister of Labour, Mr Tito Mboweni.
He is currently serving on a number of Funds as an Independent Trustee, viz Bokamoso Retirement Fund, Akani Beneficiary Fund and Statelife Umbrella Provident Fund.
Fiona Rollason (BA, LLB, LLM)
Fiona is the Group Head of Legal for Alexander Forbes. She is responsible for the provision of legal support and solutions to Alexander Forbes and its clients. Fiona has been in the employee benefits industry for over 20 years and has a wealth of experience particularly in pension law. She is a trustee of several funds, writes publications, provides training to trustees and drafts and reviews contracts.
Fiona participates in both the PLA and IRFA, being the current chair of the IRFA Legal and Technical Committee.
Mandla Nkosi is an experienced pensions lawyer; advisory consultant; independent trustee; investment advice; actuarial practice; trustee training and member communication, to name a few, over the last 20 years.
Areas of expertise include but not limited to:
Pension fund law;
Retirement fund compliance and governance;
Drafting of legal documents (including rules, contracts, communication);
Benefit design and reconstruction.
He has worked in various financial services companies (NBC Holding; ABSA Consultants and Actuaries; etc.) and currently serves in numerous professional positions as a Principal Officer; Chairperson; Independent Trustee; Legal and Advisory roles, in retirement funds of various sectors such as:
Financial services sector;
Union and bargaining council sector.
Private security sector
Mandla has a strong understanding and expertise in the requirements and operation of different types of funds.
He is an analytical individual in thought process and application.
He adds value with his thorough understanding and interpretation of legal and financial documents.
He possess a strong affinity to Ethics and Corporate Governance.
He possess a socially and culturally conscious individual, with strong multilingual communication skills.
He is a dedicated and disciplined individual, that takes pride in his work and commitments, and a strong subscriber to team work.
Mandla is the Managing Director at INGCAMBU FIDUCIARY SOLUTIONS, an Authorised Financial Services Provider, that renders fiduciary solutions, legal and advisory services to corporate; institutional; union and retail clients.

Vusi has served as the chairperson of the South African Municipal Workers National Provident & Pension Funds since 2009 and has been a member elected trustee of the Funds since 2004.
Vusi also serves as a SAMWU shop steward and is a former regional office bearer and a former coordinator of COSATU Ekurhuleni Cluster and as such brings the perspective of organised labour to decision making processes.
He is a LED Projects Officer in the Ekurhuleni Metropolitan Municipality and a learner in the UNISA’s Programme in Investment Analysis and Portfolio Management.
Vusi is a board member of the Institute of Retirement Funds Africa.
Professor JV Du Plessis (Voet)
Professor Du Plessis is a former Professor emeritus Faculty of Law at the University of the Free State specialising in Labour Law and Retirement Fund Law.
He is an Advocate of the Supreme Court of South Africa and is a member of the Industrial Law Society (England), the International Pension and Employee Benefits Lawyers Association (IPEBLA), the Pension Lawyers Association of South Africa and SASLAW.
He has published several articles in legal journals; co-author of handbook on Labour Law; delivered papers at Professional and Academic Symposiums.
He is the Chairperson of the Board of Management of UFS Pension Fund and the UFS Provident Fund. And has undertaken research for the Committee of Investigation into a Retirement Provision System for South Africa.
He is a long serving Board member of IRFA and also serves on the legal and technical committee of the Institute.
Pieter heads up the Technical Department of Momentum. He holds a BCom degree from the University of Potchefstroom, an Honours degree in Economics from Unisa and a LLB degree from the University of Pretoria. He is also a CERTIFIED FINANCIAL PLANNER® with an Advanced Diploma in Financial Planning (specialising in retirement funds).
Pieter spent some years at the Financial Services Board in the Pensions Department and has more than 28 years’ experience in the retirement fund industry. As a legal and technical adviser he is able to constantly keep abreast of the developments in the industry.
Pieter is a member of various industry bodies and is actively involved in the industry for the last 12 years. He has also done various publications and assisted with publications regarding employer benefits and is also providing training on various employee benefit matters.
